Taiwan has been highly successful in building its international competitiveness in such high-tech industries as the ICT sector, semiconductors, and opto-electronics. However, overreliance on exports of these tech products increased the vulnerability of the economy following the global financial tsunami of 2008. Given that environment, the Executive Yuan is promoting the development of six designated “emerging flagship industries” by introducing such programs as the Diamond Action Plan for Biotech Takeoff, as well as initiatives for the Tourism Industry, Green Energy Industry, the Healthcare Industry, Quality Agriculture, and Cultural and Creativity Industry. These six proposals will involve NT$200 billion in government investments over four years. The value of the six industries in 2012 is projected to be NT$1.756 trillion, with creation of 450,000 new jobs in the process. Aside from promoting diversification of industries, the proposals represent a quiet revolution in Taiwan’s economic strength, aimed at orienting the infrastructure toward soft power and maintaining international competitiveness. The proposals seek to enable Taiwan is sell not only products but also auxiliary systems and services. In addition to increasing national income, the proposals are designed to raise the people’s standard of living in order to bring about a better future for Taiwan. AmCham is honored to invite Dr. Jin-Fu Chang, Minister of State without Portfolio of the Executive Yuan, to present the outlook for the proposals. His speech will discuss the strategies, core ideas, and implementation activity that will be carried out for the six key emerging industries. About the Speaker
Dr. Jin-Fu Chang is Minister of State without Portfolio for science & technology policies and also Deputy Convenor of the Executive Yuan’s Science and Technology Advisory Group. Dr. Chang served as President of National Chi Nan University from 2000 to 2008, and prior to that was Deputy Minister of the National Science Council from 1996 to 2000. From 1991 to 1994, Dr. Chang was the Dean of Academic Affairs at National Central University. He received a degree in electrical engineering from National Taiwan University in 1970 and a Ph.D. in electrical engineering and computer sciences from the University of California, Berkeley in 1977. Dr. Chang spent more than two decades of his career at the Department of Electrical Engineering, National Taiwan University. |
