Note:
Gao began his political career working as chief of staff to then-legislator Chen Shui-bian from 1993 to 1995 and is considered one of Chen's protégés. He worked closely with Chen during the 2000 and 2004 presidential election campaigns, and served as Secretary General of the Justice Alliance, the DPP faction co-founded by Chen in 1992.
