Chang's wife, Chen Jin-ding, is a Taipei County Councilor. In 1999, the couple became the biggest shareholders in the Independence Daily Group, the conglomerate that owned the oldest evening newspaper in Taiwan, the Independence Evening Post, but sold the shares to Legislator Wang Shih-chien in 2000.
