Note:
As an independence activist in the United States, Chai was blacklisted from returning to Taiwan for more than 30 years. He was one of the founders of Formosa TV, the first privately owned terrestrial broadcaster in Taiwan, established in 1997. He served as chairman of the station for the first six years of its existence, but gave up the post under pressure from the party to depoliticize the media. In January 2006, he came in second in a three-way race for DPP party chairman.
