Ordinarily AmCham refrains from commenting on defense-procurement issues, which are generally matters for government-to-government negotiation rather than purely commercial transactions. But the prospect that continued stalemate over Taiwan's arms-procurement policy could seriously jeopardize Taiwan's national security - not to mention its political credibility with the United States, its chief supporter in the international arena - has now prompted the Chamber to speak out.

When foreign investors weigh a country's political risk, a key factor in that analysis is an assessment of the external threat to its peace and stability. Businesses invest where the future is predictable, and Taiwan already faces very stiff competition for investment from faster-growing economies around the region.

Commentary: The Way to a Fast-Track FTA PDF Print E-mail

For several years Taiwan government officials in Taipei and Washington have promoted the idea of a Free Trade Agreement (FTA) between the United States and Taiwan, making repeated entreaties to the U.S. business community for support. Despite three professional studies that show "mild net positive" benefits to the U.S. economy from such an FTA, the office of the U.S. Trade Representative (USTR) has thus far shown little inclination to add Taiwan to the stream of agreements already being negotiated (including South Korea and Thailand) or those in line for consideration (including New Zealand and Malaysia). What needs to be done?

Water Policy

The alternation of periods of prolonged drought with those of severe flooding is only one of the many water-related problems facing Taiwan. Some major reservoirs have lost substantial capacity to silting, over-pumping of groundwater has caused land subsidence in certain areas, and water quality remains an issue. The low price charged for water discourages efforts at improvement and conservation, but politicians hesitate to ask the public and industry to pay more.
