What's in store for the Taiwan economy in 2006 - according to the economists consulted by Taiwan Business TOPICS for the forecast that appears in this issue (under the headline "Steady as She Goes") - is a decent performance, but hardly one worthy of setting off firecrackers and uncorking the champagne. In a region that has come to expect robust levels of growth, the result is that Taiwan will often tend to be underestimated if not overlooked. Already commentators have been referring to Taiwan as a consistent under-performer, even a "boring economy."

In late September this year, during opening remarks at an economic forum sponsored by UBS and the Taiwan Institute of Economic Research, TIER president David Hong made passing reference to Taiwan's gray economy. He mentioned that roughly 30% of the domestic economy was "underground," meaning that nearly a third of local business transactions escape taxation, avoid regulatory controls, contribute substantially to unfair competition, and erode public confidence in fair government.
