It's time for the business sector to snatch the term "knowledge-based economy" away from the politicians before they completely transform it into a hackneyed expression equal in value to the exclamation points in a campaign speech.

Terms are trivialized when used frequently without being sufficiently defined - which is often the case in political discourse - and superficiality leads to irrelevance. But when politicians call for "building a knowledge-based economy," everyone should take them very seriously indeed. The concept is crucial to Taiwan's near-term business requirements and to the economy's long-term health.

Completion this month of the long-awaited privatization of Chunghwa Telecom (CHT) addresses what was Issue 1 in the Telecommunications section of the 2005 Taiwan White Paper. "Privatization of CHT," to quote the White Paper, "will eliminate the inherent conflict of interest in which the government is simultaneously a competitor and regulator in Taiwan's telecommunications" and will allow the authorities to implement a "progressive regulatory policy that fosters a level playing field for all operators and encourages foreign investment."
