Traditional concepts of water management are inadequate to solve the problem of flooding, which is now caused largely by urban expansion and changing climate. A holistic approach to water management needs to be adopted to meet the challenge.

AmCham is honored to invite Dr. Hong Yuang Lee to share his insights and experience in climate policy integration, coherence and governance. During the luncheon, Dr. Lee will introduce the cases of the Chung-Kang Drainage Canal reform project, Taipei Metropolitan Central Park, and the constructed wetlands in Taipei County (now New Taipei City). The objectives of these leading projects are improving water quality, reducing flooding risks, creating a sustainable urban environment, enhancing the quality of life, and eventually rebuilding the urban environment. The presentation will also cover how sustainable development can be implemented in New Taipei City and then be extended to the whole of Taiwan. 

隨著都會區向外展延,以及氣候持續極端改變,傳統的治水思維早已過時不敷所需,因此最佳因應對策是「總合治水」。美國商會基礎建設委員會很榮幸邀請到李鴻源教授蒞臨演講,李教授將以「新莊中港大排河廊改造」、「二重疏洪道大台北都會公園」及縣內多處人工濕地計畫為例,與來賓分享永續發展的概念如何深植於新北市,並讓其發展為一個既現代化又重視環保的城市,進而將這樣的理想拓展到全台灣。

李鴻源教授將於今年四月初接任行政院公共工程委員會主委兼行政院政務委員。

About the Speaker

Dr. Hong-Yuan Lee is a professor in the Department of Civil Engineering at National Taiwan University and CEO of the Taiwan International Institute for Water Education. From 1997 to 1998, he served as the Director-general of Water Resources Department in the Taiwan Provincial Government, and from 2006 to 2009 was the Deputy Governor of Taipei County, the largest administrative unit in Taiwan. During that period, he played an important role in promoting the sustainability concept in both policy-making and daily operation. He also encouraged and facilitated dialogue among different bureaus and departments inside the county and engaged in advising and implementation for Taipei County’s master plan. The pilot project, the Chung-Kang Drainage Canal reform project (新莊中港大排河廊改造計畫) was initiated by Dr. Lee.

Dr. Lee also promotes the concept of constructed wetland as a means to treat waste water in a much cheaper way. He believes that these wetlands can also function as parks so that the living quality of the citizens can be improved. Dr. Lee holds a Ph.D. in Civil and Environmental Engineering from the University of Iowa.

Lee Hong-yuan will be on board in April as the Minister of the Public Construction Commission (PCC) and double as a minister without portfolio in the Cabinet office.

Payment for Members

Event billing will be sent to members at the end of each month. Expense for any guests invited by an AmCham member will be billed to member's account directly.

Non-members who are neither guests nor staff of members must complete the credit card form and fax it back to AmCham at (02) 2718-8182 prior to registered event.
