Marketing Distribution Committee Luncheon
There are approximately 1.24 million SMEs in Taiwan, accounting for nearly 98% of all business enterprises and 77% of total employment in the country, meaning that SMEs represent the key sector providing job opportunities. Since fostering SME development is conducive to job creation, any policy to assist SME development will directly or indirectly help to increase employment opportunities. Given the ongoing process of internationalization and globalization, Taiwan’s SMEs will need to change their business models if they are to survive and achieve sustainable development. While finding ways to overcome the limitations imposed by their lack of economies of scale, SMEs must also focus on R&D and design, brand development and marketing. They must work tirelessly to upgrade themselves and identify new markets and new business opportunities to retain an edge over rivals in the emerging economies. To build Taiwan into an environment conducive to SME growth, the Small and Medium Enterprise Administration (SMEA) of the Ministry of Economic Affairs has been focusing on measures in four key areas for SME development in its policy formulation. They are 11 guidance programs for assisting SMEs, the SME Credit Guarantee Fund, a platform of entrepreneurship and incubation for SMEs, and building up the SME Service Network Mechanism. In all of these areas, the SMEA is formulating the necessary ancillary measures to enhance SMEs’ competitiveness. In this report, a number of newly devised policies will also be discussed, including efforts to help SMEs cope with the global financial crisis.
About the Speaker(s)Dr. Lai, Director-General of the Small and Medium Enterprise Administration of the Ministry of Economic Affairs, is responsible for SME industrial policies and business strategies, entrepreneurial development and incubation, e-business and e-learning capacity building, knowledge management and international cooperation. In light of Dr. Lai’s outstanding performances and academic contributions, he was presented with the Outstanding IT Elite Award (2004) and Outstanding Civil Servant Award (2004). Dr. Lai received his MBA degree from Indiana University of Pennsylvania, U.S.A., and Ph.D. degree in Business Administration from National Taipei University, Taiwan.
